To the editor:

For several selectmen’s meetings on Tuesday evenings, the Effingham selectmen have reported that they do not have a bond for the winter contract for snow plowing and they have not been able to get one from the vendor. I find this interesting since NH RSA 447:16 very clearly states that a bond is required for such contracts. Why have the selectman delayed so long on this matter? It is a disservice to the citizens of Effingham and should have been resolved sometime ago.
