"I share the concerns many residents have raised about civil liberties, community safety and the broader impact such a facility would have on our state."

Spoken like a true politician. Use all the right words without really saying anything. Maybe you can expand on just which civil liberties, safety concerns, and broader impacts. It would be refreshing to hear exactly which civil liberties a legal, authentic citizen is at risk of losing. Or, what possible safety issues concern you? Or, what exactly are the broader impacts?

Otherwise, it just sounds like you're afraid to actually explain these concerns to the electorate with clarity and logic.
