BARTLETT — A Bartlett man accused of dragging a woman with a truck and later arrested a second time for allegedly hiding in her closet was released on personal recognizance after that second arrest, police say.

Meanwhile, local police and even the governor are voicing frustration at suspects being released following the stipulations of SB 556, a bill the governor signed into law last July that revised procedures for the granting of bail.
