OSSIPEE — In the nick of time, Carroll County will apparently pay an unexpected — and now well-overdue — $168,000 health insurance bill before legal action is taken by the receiver of Interlocal Trust, which was dissolved in the spring.

County commissioners had sought legislative delegation approval for the expense, but delegation Chair Lino Avellani (R-Wakefield) apparently ignored those requests until Thursday, Aug. 7, when he told commissioners Chuck McGee (R-Moultonborough) and Gene Chandler (R-Bartlett) they never needed delegation approval in the first place.
