OSSIPEE — A puzzling form from the State Department of Revenue Administration asking the Carroll County commissioners to hold an annual school meeting for Hale's Location, which has no schools, prompted a discussion among county officials  this week.

Hale's Location is a 2.4-square-mile unincorporated place sandwiched between Albany, Bartlett and Conway. It has a population of about 120 people.
