CONWAY — Selectmen Tuesday mulled a carrot-and-stick approach to prevent groups seeking to hold special events from dragging their heels in the permit process.

The town currently requires permit applications to be filed 90 days before the event to give staff time to make sure they are complete. But no one has been enforcing the deadline, and that's apparently become a burden for staff.
