Grove Street neighbors of the Lutheran Church of the Nativity in North Conway recently complained that an unsavory element attracted by the Way Station, a homeless resource center at the church, were panhandling around their yard. The homeowners said no one at the church informed them they were starting the program, which provides washing facilities, internet and other services for the “housing insecure.” Meanwhile, town officials skirted the issue, saying they concluded the program falls under normal church outreach and so wouldn’t require a new site plan or zoning change of use.
