CONWAY — In May 2024, James Pietrangelo of Bartlett filed suit in Carroll County Superior Court, complaining that the state had paid nearly $2 million in federal dollars for land in Conway that was meant to be used for the scrapped bypass but which instead was made available for rec path. Â
Pietrangelo said the state illegally gave the land to the town after he tried to buy it. At a hearing in December of that year, Pietrangelo, who is an attorney, said he felt the "clear option" was for the court to order that the rec path be removed.Â
