A procession of 11 bills has come before the Legislature in Concord, aiming to soften the hardest edges of New Hampshire’s highly restrictive cannabis regulations. These range from simple legalization of personal use and possession to relieving burdens on current medical (therapeutic) cannabis operations, and even full-scale commercial legalization — proposals that have failed in previous years.
