Article 46 on the Conway town ballot asks the voters to approve Phase 2 of the Rec Path as designed and laid out by the town’s project engineer, HEB Engineering. 

In brief, the reason for the article is that: 1) the cost for Phase 2 has increased since the original estimate; 2) the project design and construction will be completely funded by third-party grants and donations; 3) the town and Trails Association accordingly need to raise more grant funding to complete the project; and 4) the voters’ support of the project as designed is essential to asking donors to further invest in the project. Given the vote, it is worthwhile to look back at the work and planning that got us here.
