CONWAY — Voters at the polls April 14 will decide whether a $1.68 million “betterment bond” to fix private portions of Common Court and Settlers Green Drive is a step to improve roads or simply “corporate welfare.”

Meanwhile, the town is trying to avoid being dragged into a dispute about how the cost of the bond is apportioned among the abutters.
