OSSIPEE — Thanks to a fluke — two Carroll County commissioners’ resigning last year — all three seats on the county board will be up for election this year, and two of the three incumbents have confirmed they are running.

Normally, the races are staggered so that the entire board can’t be replaced in one fell swoop. One commissioner serves a four-year term and the other two serve two-year terms. The four-year term rotates among the three every election.
