CONCORD — Fugitive Genevieve Mary Kelley, wanted by law enforcement for 10 years for non-custodial kidnapping and unlawful flight to avoid prosecution, turned herself in to authorities at 11 a.m. Monday at Coos County Sheriff's Office in Lancaster.
Kelley had been on the run from law enforcement and investigators since November 2004.
