High Sheriff

Jim Welch’s memoirs were edited by Marjory Gane Harkness and Lilian McGrew and published as “High Sheriff: Being the Reminiscences of James Welch, former sheriff of Carroll County” (COURTESY PHOTO)

Carroll County has had a few sheriffs whose tenures have been so satisfactory that they have repeatedly won reelection. Our current incumbent comes to mind, and not long before him there was Roy Larson. The longest-serving was Grant Floyd, whose name flourished in the local newspaper from my childhood through my third decade.
