To the editor:

In the continuing debate surrounding the disruptive effects of short-term rentals in residential zones, proponents of unlimited short-term rentals suggest strict rules regulating what are, in effect, commercial rental businesses. They propose that these rules be backed up by a paid enforcement officer or service, enabling nonresident owners to rent their property at will, while protecting the neighborhood from bad behavior. The cost of monitoring and enforcing that unmanaged business would, of course, be borne by taxpayers, making enforcement the problem of someone other than the owner.
