SAU 9 seems to have a problem with transparency. A reluctance to answer any but the friendliest questions, and a habit of making only partial admissions under pressure, has nourished the growth of rumors and bred an atmosphere of mistrust and suspicion.

A couple of weeks ago, I confirmed a longstanding rumor that the attorney general's office had fielded a complaint about potential misuse of Kennett Football Boosters funds. I had heard vague allusions to such an investigation over the summer, but only began to suspect that it might be true when I saw the school board make sudden revisions to its policy regarding such outside funding groups.
