CONWAY – It's possible for homeless people to register their cars under certain conditions, said a local state representative who reacted to a recent story about how a homeless man allegedly attacked a town employee after the employee told the man he couldn't register his car. According to police report from May, Johnny Mazmanian became "enraged" when a town hall worker showed him documentation proving that he could not register his car in any town due to his homelessness. Mazmanian allegedly grabbed the employee by the throat but the employee declined to press charges. Rep. Karen Umberger, of Conway, read the story and told a reporter that there is a way for homeless to people to register their vehicles. Town clerk Rhoda Quint confirmed what Umberger said. She said the law is RSA 261:52-C. The law requires such a person certify to the DMV that he or she lives in the town where the vehicle is being registered and by providing a letter from a qualified social service organization stating the person is authorized to use the organization's mailing address. Quint said the alleged attack was not made on her office staff. "We got him all the information needed so he could renew his registration," said Quint.
