CONWAY — When Tropical Storm Irene swept the Mount Washington Valley two years ago, Richard Carruthers was home at 80 Bay Road in Transvale Acres.

The flood waters from the Saco inundated his house. Water crawled 13.5 inches up his walls. Carruthers spent the night alongside one of his dogs in a neighbor's driveway.
