MADISON — A former Madison public works director has been indicted on a felony theft charge following a state police investigation.

A Carroll County grand jury on July 17 returned an indictment against Joshua Shackford, 51, formerly of Madison, charging him with theft by unauthorized taking, a Class B felony.
