CONWAY — New Hampshire is ranked 49th in the country when it comes to right-to-know legislation, but that’s all about to change, according to Carroll County Commissioner Mark Hounsell, who this fall served on the state Legislature's Commission to Study Processes to Resolve Right-to-Know Complaints.

The 13-member panel met in mid-September and October, completed its task last week.
