OSSIPEE — Carroll County Jail programs appear to be dramatically slowing the revolving door of inmates coming back into the system. That’s the good news.

The bad news is that inmates are coming in with more serious problems than in the past, including addiction to methamphetamines, and a meth epidemic would probably come with increased violence.
