CONWAY — Mount Washington Cog Railway President Wayne Presby continues to argue that the Cog’s activities on Mount Washington are recreational and not a business venture.

At the same time, Presby, who is seeking to build a 35-room lodge on the Cog's right of way near the summit of Mount Washington, is maintaining that overnight winter climbing trips run by the Mount Washington Observatory do qualify as a business venture.
