BERLIN — Former Vice President Joe Biden told a packed house at Berlin City Hall Tuesday there is not a lot of time to change direction when it comes to climate change. He asked people to log onto his website, joebiden.com, to examine his climate change plan in detail.

The Democratic presidential hopeful said his plan proposes investing $1.7 trillion over 10 years in clean energy technology. “While we have been standing around not doing much the rest of the world is moving ahead,” Biden said.
