On occasion, members of the House may have to miss a session due to a variety of reasons. So today’s lesson addresses the terminology of Not Voting — Excused and Not Voting — Not Excused. You would think that this is pretty straight forward, but like all procedures and parliamentary processes in the House, it is not.
