To the editor:

At their Oct. 1 meeting, Kearsarge Lighting Precinct commissioners, citing NH RSA 32:11 (emergency expenditure of funds), voted to spend double the legal line item approved by voters in the spring after giving only 24 hours’ notice that the meeting’s purpose was to set a date for a future special meeting to discuss the same. As a result of that inaccurate notice, no members of the public were present and the RSA’s requirement for a public hearing was not met. More importantly, the public was deprived of its right to learn about and question an expenditure equal to half the total approved budget.
