The school champions who now dominate Conway's Municipal Budget Committee seem convinced that the school district budget has not risen that much over the past few years, especially if inflation is factored in. The administration implies the same by posting the school budgets since 2019-2020 above each year's new proposed budget, in the budget committee's annual binder. Those budgets fall within a $4-million range (so far), as though the average annual increase were only about half a million dollars.

That illusion is achieved by shifting millions of dollars in expenses to special articles. This year's proposed budget, for example, was posted at $41,637,542, but with all the special articles included, the total cost figure comes to $45,011,445 for the 2026-2027 school year.
