Carroll County Sheriff's Department Deputy Frank Foti of Jackson graduated from the 151st Police Training Academy on April 9 in Concord. Deputy Foti served 22 years on the New York City Police Department. He retired in 2003 at the rank of Captain in the Investigation Division. Deputy Foti, although a seasoned and accomplished police officer, was required to complete basic police training because of his break in service.

Deputy Foti said, "I was fine with the requirements, and impressed by the level of instruction since I initially attended police training." Deputy Foti had the distinction of being the most physically fit officer.
