Conway selectmen are considering implementing a leash law in Whitaker Woods after Town Manager Tom Holmes told them he’d received a few complaints about unruly dogs there. The town-owned recreation area in North Conway has 45K of trails, which are used by skiers in the winter and hikers in the summer, as well as open space. The town currently follows a state law that merely requires dogs to be under the control of their owners.
