To the editor:I'd like to explain to anyone interested how the contractor and (probably) the state tookto put it diplomaticallytheir liberties with this town regarding the roadway reconstruction project. Please note that I have over 30 years experience in sub-surface and roadway construction, so spare me the indignities of any potential rebuttal.Here's how it's (supposed) to work:The contractor cuts the existing pavement, excavates and installs the proposed facility. This is generally segmented in order of sewer, water, catch basins, utilities and curbs. Of course, in this case, in another bit of lunacy and missed opportunity, there were relatively few existing or proposed utilities. Upon completion of each segment, the trench is backfilled and "temp mac" (temporary pavement) is applied. The process is repeated until all proposed structures are completed. This is, of course, an oversimplification, but that's basically it.On active primary roadways, pavement is never completely removed until everything is finished, coordinated and scheduled. Normally the gap spans just a few days. The village roadway was stripped upwards of two weekssince before the Columbus day weekend! This created unacceptable conditions for the valley and related small businesses during peak tourist season.Small business is the lifeblood of this town. I empathize with the owners who claim that it is tough enough to "make it" here under normal conditions, let alone when the place is turned inside out.Incredibly, not a peep is heard from any of our distinguished town administrators. But God forbid a business roof doesn't look like a church steeple or a convenience store doesn't plant 50 trees around its required 200 parking spaces.Those who believe that the grief associated with this construction job is normal should understand that much of it is; but a lot of it simply isn't. For the remainder of you who believe you were screwed, unfortunately, you're probably right. I can't wait 'til the main bypass job starts. It's going to be very interesting and entertaining.
