To the editor:

It was reported that President Donald Trump is sending a large portion of the proceeds from the sale of questionable seized oil from Venezuela to a bank in Qatar in his name. The decision to hold some of the proceeds in the Gulf state rather than in U.S. banks was justified by arguing that it is a neutral location from which the funds could be moved freely and safely without risk of seizure. Who would seize funds from an American bank?
