Carroll County commissioners and department heads Dec. 23 released a comprehensive year-end report detailing a landmark year of operational improvements, infrastructure investment and fiscal responsibility. Despite facing significant hurdles, county leadership successfully delivered a clean financial audit and proposed a 2026 budget with a 3 percent increase over 2025.

“This has been a year of ‘leaving things better than we found them,’” the board of commissioners said in a joint statement. “Across all areas, we are not just maintaining the status quo; we are positioning Carroll County as a premier employer and a model of transparent, efficient government.”
