CONWAY — A proposal by the developers of the Ridgeline mixed-use development under construction on Route 302 and Eagles Way off the intersection near Walmart in Conway to create a new townwide district sparked a lengthy and, at times, tense debate among Conway Planning Board members at their regular meeting held last Thursday.

Called Community Power Assessed Clean Energy and Resiliency (C-PACER), the new district would in general terms allow easier private financing for project, such as the memory care facility that is proposed at Ridgeline.
