OSSIPEE — A vandal apparently cut down a tree that was planted at Constitution Park in 2023 and dedicated to the late Rick Cogswell, a former state representative and licensed drug and alcohol counselor.
Cogswell of Effingham died of cancer Dec. 11, 2022, at the age of 74. He served in the Navy Reserves as a chief petty officer. He was elected to the House of Representatives in 1992. In 2014, he helped found White Horse Recovery Centers. He worked there as a licensed drug and alcohol counselor.
