LANCASTER — The Coos County Planning Board Wednesday voted that the Mount Washington Cog Railway did not violate the county’s zoning ordinance when it made improvements along its track last summer.

The planning board will forward that opinion to the Coos County Commission, which had asked the board for an opinion after receiving a complaint that the Cog Railway had built an unpermitted road.
