For more than 150 years, many in Conway Village have resented North Conway Village. Some say it started in the Civil War when wealthy North Conway merchants could afford to pay for substitutes for their sons, the result being that none of the 72 men who served came from North Conway. Now, selectmen (not one of whom lives in North Conway) are stoking that resentment with a paid parking system for North Conway only, which would raise revenue for the entire town. They chose to put the $242,000 startup costs in the operating budget instead of in a separate article, all but depriving residents the means to oppose it. That resentment bubbled to the surface this week when Selectman Carl Thibodeau threw North Conway under the bus, saying, “If you don’t want to pay the parking fees, then don’t go to North Conway.”
