Balsams developer Les Otten, who got a major tax break for his $173 million project from the Legislature through HB 540 (“the Balsams bill”), has grand (some might say grandiose) plans to turn the shuttered Dixville resort into New England’s largest ski resort, with more than 20 new lifts and more than 1,200 skiable acres. Though the Balsams is in a remote area, Otten (a visionary who once owned nine successful ski areas) operates under a “build it and they will come” philosophy, and many in Coos County view the project as a godsend.
