To the editor:

New Hampshire legislators submit more than 1,000 bills each year, sometimes more than 1,200. Given that we have the second largest state legislative body in the country, it would seem most statewide issues would have been addressed in our 230-plus years. In fact, some states limit the number of bills that can be considered in a given year, including California, 35; Colorado, five; and Florida, seven.
