CONWAY — When the governor signed House Bill 573 into law last week, New Hampshire became the 19th state to legalize medical marijuana, to the chagrin of local law enforcement.

"It's terrible policy," Conway Police Lt. Chris Perley said on Monday. "I'm sure it will work as well as the 10 cent reduction in tobacco [tax]."
