CONWAY — Midterm elections often draw fewer voters than presidential ones, and in towns throughout Carroll County, it’s about 35 percent fewer.

But because of President Donald Trump’s low approval ratings and a fired-up Democratic Party, even seats considered safe for Republicans appear to be in play. An example is Joe Kenney (R-Wakefield), who, except when he was ousted for two years in the last midterm election under Trump, has been executive councilor since 2014. Will history repeat?
