GORHAM — Congressman Chris Pappas toured the White Mountain Paper Co. in Cascade Flats on Tuesday morning, learning about the tissue-making process and the importance of the plant to the region’s economy.

As snowflakes gently hit the ground outside and stuck to tree branches and still-brown grass, Pappas for the first time toured the large plant, the constant deep hum of machines filling the background.
