BERLIN — Residents jammed the city hall auditorium Wednesday night to advocate for retaining city services the proposed fiscal 2020 budget would cut because of what city officials charge is the state’s failure to adequately fund education.

Many speakers said they were willing to incur a small property tax increase to avoid laying off teachers, firefighters, police and public works employees. Others noted the city already has the third highest equalized tax rate in the state.
