A 15 year-old is appealing the juvenile court’s decision to detain him until his 18th birthday over low-level property crimes. The appeal asks the court to forbid detention at Long Creek for misdemeanors, for which 77 percent of kids were held in 2017, calling it cruel and unusual punishment.
