To the editor,

On Feb. 14, you published a letter from Karen Digregorio, headlined, ”Instead of suspending fines, send lawbreakers a bill.” It reminded me of the late Peter DeVere and his well-intentioned but impractical efforts to impose fees on offenders in order to reduce the state’s costs of prosecutions.
