To The Editor:

Republican Rutherford B. Hays withdrew the federal troops, who were protecting Blacks’ rights as full-fledged citizens. The unfortunate consequence of this compromise between Republicans and Democrats allowed southern Democrats to quickly regain control of the political machinery in the South. The Democrats established Jim Crow Laws, which institutionalized racial segregation throughout the South relegating Blacks to second class citizenship (slavery by another name).
