To the editor:

Under President Bush almost 380 tons of high grade explosives are missing from a secured bunker in IRAQ. Weapons inspectors had catalogued the explosives and sealed the bunkers before the war. The three part series published in the "New York Times" last week exposed the failures of planning and foresight which have led to this problem.
