The state Public Utilities Commission has decided to open an investigation into Clean Power Development’s complaint that Public Service of N.H. has refused to negotiate a long-term power purchase agreement for its proposed Berlin biomass plant.

The PUC said it has decided to open an investigation “because there may be a basis for the dispute between the parties concerning the nature and extent of PSNH’s legal obligation to purchase power from CPD”.
