City officials first began discussing the idea of hosting a federal prison in Berlin during the summer of 2001 as it became clear the pulp and paper mills were in trouble.

About one month before American Tissue filed for bankruptcy, the city council voted to pursue a federal prison in Berlin. Mayor Robert Danderson, who raised the issue with the council, argued it would provide jobs and make up for water and sewer revenues lost with the closing of the pulp mill.
