BERLIN — Change can be seen as a threat or an opportunity. For some city councilors and residents, the thought of remaking Main Street traffic into a two-way flow prompted reconsideration of the board’s Feb. 17 decision to return to the city’s decades-old downtown two-way traffic pattern.

A two-third majority vote was required to revisit the council’s earlier decision to go ahead with a two-way plan.
