EFFINGHAM — One of Carroll County’s most colorful law-enforcement officers has transitioned from covering Bartlett to joining the police force in Effingham, where he’s now acting chief.

Ian MacMillan, 37, of Wakefield, formerly the corporal in Bartlett Police Department, took over as acting chief on Sept. 1 after the retirement of Timothy Butts, who had been with the town for a decade and in New Hampshire law enforcement for twice that.
