CONWAY — The doughnut mural that was under threat of removal by the town of Conway can remain standing because the town’s sign code enforcement was so flawed, a federal judge ruled Monday.

The case hinged on whether Leavitt’s oversized mural above the entrance to Conway bakery is a sign, as the town zoning officer contends, or a work of art, as bakery owner Sean Young maintained. The mural was created by Kennett art students several years ago.
